A les darreries del segle XIV, moment en què es registra una intensa conflictivitat entre els prohoms de Girona i els senyors de Montcada sobre la titularitat de Cassà, explorarem com es governà la vila. A través de les actes produïdes per la cort jurisdiccional i la notaria locals, descriurem com s'exercia justícia, s'ordenava l'espai públic o es dictaven ordres a la comunitat.
En paral·lel, i després de la crema del castell l'any 1390, aportarem noves dades que acrediten que la fortalesa fou rehabilitada, per continuar exercint funcions de control sobre el terme.
